Council & general recap
On Thursday, Salem’s Department of Planning & Community Development discussed Massachusetts General Law Chapters 40R (Smart Growth Zoning and Housing Production Act) and 40V (Housing Development Incentive Program or HDIP). These are tools the City will be pursuing to increase our housing stock as we don’t have the quanity to support our population. 40R creates incentives through payments to the City to zone for mixed income multi-family development; projects comtemplated such as Lifebridge/Harborlight, Shetland Park and South Campus. HDIP is available for Gateway Cities (26, including Salem) and provides developers with tax incentives for market rate housing. The incentive structure actually enables more affordability.
Monday, the Committee on Community & Economic Development will consider 3 ammendements to the Public Guide (tour) ordinance; specifically increasing fees, fines and revising regulations. Thursday, the Committee on Ordinances, Licenses & Legal Affairs will consider ammendments to the fee schedule for building, electric & plumbing permits. Tuesday, we have the 2nd of 9 Committee on Administration & Finance regarding the 2025 budget.

Forest River Park Pool
Park & Rec is excited to announce that season memberships are now available for purchase online.
All new pool passes will be issued this season. Once purchased online, members will be able to pick up their brand new pool pass at the Salem Community Life Center at 401 Bridge Street beginning Monday, June 3, 2024 during normal business hours: Monday, Tuesday, Thursday- 8:00am-7:00pm and Wednesday, Friday 8:00am-4:00pm.
The Forest River Pool will be open for the first weekend on June 15 &16, 2024, and then will be open for the season beginning June 22nd, 2024. Pool capacity is at the discretion of the lifeguards and staff.

The opioid epidemic continues to worsen in the United States of America. Nearly 645,000 people have died from opioid overdoses from 1999-2021, and fatalities continue to surge, with more than 80,000 deaths in 2021.
Attorney generals from across the United States–including former Attorney General Maura Healey–successfully litigated opioid companies for their role in driving the opioid epidemic. As a result, cities and towns in Massachusetts will be receiving some of these funds over the course of the next several years.
The City of Salem is looking to solicit input into the use of this Opioid Settlement Funding. We understand that the opioid epidemic has affected families, services providers, and those battling opioid use disorder, so we hope to use this information to gain insight into how to best disperse this money. In doing so, we hope to address disparities in existing services and outcomes and improve the overall health equity of those disadvantaged by race, wealth, and stigma.
Please note that this brief survey does not equate to strategic planning nor can it sustain large projects, as funding is limited.

City of Salem Releases Spring Neighborhood Street Sweeping Schedule
RESIDENTIAL SWEEPING SCHEDULE⧫APRIL 1 – April 29 No Parking/Tow Zones in effect - 7:00 AM to 3:00 PM BOTH SIDES OF THE STREET Please remember to move your car so it will not be towed. Neighborhoods have been divided into four zones. The schedule below is designed to let you know when your street will be swept. Residential sectors will be swept from 7:00 AM to 3:00 PM. Sweep days are the next day after your trash day. To find your street sweeping date, just locate what zone your street is in, and match it with the schedule below. Monday sweep schedules are for the preceding Friday's trash day. For example, if you live on Cabot Street, which has a Friday trash pickup, and your street is listed in Zone One, both sides of your street will be swept on Monday, April 3rd. ALL RESIDENTIAL AREAS WILL BE POSTED AS NO PARKING/TOW ZONE AREAS - CARS MUST BE REMOVED FROM BOTH SIDES OF THE STREET ON YOUR SWEEP DAY OR THEY WILL BE TICKETED AND TOWED. There will be a concerted enforcement effort to keep cars off the street during posted sweeping times so that our street sweeping is effective. Please remember to move your car. Residents will be able to use these main streets as alternative parking areas on the day of their neighborhood sweep: Boston Street; Bridge Street; Essex Street (the portion from Boston St. to North/Summer St.); Lafayette Street(only the portion from Dow St. to Marblehead line); Loring Avenue; and North Street. PLEASE NOTE THAT ALL EXISTING PARKING REGULATIONS ON ANY OF THESE MAIN STREETS MUST BE ADHERED TO OR YOUR VEHICLE WILL BE TICKETED AND/OR TOWED. For example: If there is a parking meter located on any of the above areas, you must pay for parking and adhere to the meter time limits. Another example: If a portion of the street is posted ‘Resident Sticker Only’, you cannot park there without a resident sticker for that zone or if ‘No Parking’ signs are posted on a street, you cannot park there. 2024 City of Salem & Waste Management Scholarship For a More Sustainable Tomorrow The City of Salem, in partnership with Waste Management (The Solid Waste and Recycling service provider for the City of Salem) is excited to announce the 2024 annual scholarship program. This scholarship will award one $1,000scholarship to a student pursuing college or graduate level studies in preparation for a career focused on environmental sustainability. This includes careers in environmental science, education, engineering or law so long as there is a specific environmental focus (e.g., science education, environmental engineering, or environmental law). Salem and Beverly are partnering again to host Styrofoam Collection Day Hold on to your Styrofoam – the company “Save That Stuff” will collect it to recycle! This will be a drive-through event at the Community Life Center 401 Bridge Street Salem, MA. Residents of Salem and Beverly may participate. Please bring only rigid white expanded polystyrene (Styrofoam). No packaging peanuts or food service containers, such as meat trays, clamshells, or Styrofoam cups can be accepted. While Styrofoam cannot be recycled curbside, Save That Stuff has densifiers that can process the material for recycling. We’re excited to offer residents a way to sustainably dispose of their Styrofoam! |
